Conrete lobby is innocent when it comes to extravagantly hihg pavements in Turkey. They are that high so the Turks do not park their cars on them. If there was only a banning traffic sign nobody would care and so they them built high to make parking on them impossible. And so it is impossible to change lanes to opposite direction in places where it would likely cause a lot of trable there is a railing in the middle of the road. But it looks more like and anti-tank barrier.
